An equitable recovery for small businesses in the wake of devastating economic impact from the COVID-19 pandemic presents an imperative and an opportunity. Black- and Hispanic-owned businesses were hit especially hard, they were less likely to receive relief funding from the Paycheck Protection Program (PPP), and even as signs of recovery emerge, these entrepreneurs express less confidence that they will access financing to meet their working capital and growth needs.

Recent analysis by the Federal Reserve Bank of New York found that although technology-enabled lenders represented a relatively small share of all PPP loans, these lenders played a critical role in serving business owners of color and businesses that needed relatively small loans. What lessons can be drawn from the PPP to improve lending to Black, Hispanic and older small business owners?
